In the winter of 2015, the life of 17-year-old Brandon Phelps, an African-American male, was tragically cut short in a burst of violence on a street in northeast Omaha, Nebraska. On a December night, Phelps and another young man, 19-year-old James Star, were discovered shot to death inside a black Ford Explorer at 16th and Yates streets.
