She was born on August 4, 1995, in Clifton, Texas, to Jack Duane Simmons and Tasha Marie Kuykendall. Cheyenne was a fourth-grade student at Ann Whitney Elementary School in Hamilton, Texas. Her death was a devastating event for her family and the community, as she was joined in death by her mother, Tasha Marie Kuykendall.
