Justin Devar Scott, a 33-year-old Black male, was tragically shot and killed on November 8, 2020, in Jasper, Texas. The incident occurred at the corner of Peachtree and Cavin Streets, where officers found Scott lying on the ground in front of a residence. He had been shot with a small caliber weapon and succumbed to his injuries shortly after police arrived.
The Jasper Police Department received several 911 calls reporting the shooting.
Upon arrival, officers learned from a potential witness that the shooting had taken place around the corner at a residence located at 767 Peachtree Street. Detectives and the Crime Scene Technician processed the scene and interviewed witnesses. Through their investigation, they discovered that a physical altercation had occurred between Scott and the suspect shortly before the shooting.
The suspect, identified as 24-year-old Billy Wayne Webb, a white male from Jasper, Texas, was arrested on November 9, 2020, at approximately 1:45 PM at the law offices of Morian & Kahla. Webb was accused of shooting and killing Justin Devar Scott. His bond was set at $200,000. The weapon believed to have been used in the shooting was found on Peachtree Street.
The investigation into Scott's death is ongoing, and the Jasper Police Department has urged anyone with information about the crime to provide an anonymous tip to Crime Stoppers of Southeast Texas. The case remains under scrutiny as detectives continue to gather evidence and interview witnesses to piece together the events leading up to the fatal shooting.
