Richard Allen Powell, a 37-year-old man from Webster, Texas, tragically lost his life on July 9, 2021. Powell, who was known to use methamphetamine, had driven to a gas station in Webster where his car got stuck in the mud. Another man tried to help him but also got his vehicle stuck.
