Jessica Elizabeth Whaley, a 30-year-old woman from Cleveland, Tennessee, tragically lost her life on February 27, 2019. She was fatally shot in the chest and later succumbed to her injuries at a local hospital. The incident occurred at around 3:41 p.m. when the Cleveland Police Department responded to a report of gunshots at 1203 Victory Street SW.
