Police Officer Jeffrey Manning Phegley, aged 22, was tragically shot and killed on January 21, 1987, while conducting a traffic stop on Morrow-Rossburg Road just outside of Morrow, Ohio. Officer Phegley, who had been with the Morrow Police Department for only six months, was attempting to arrest the driver for DUI when the driver pushed him to the ground and shot him with a sawed-off shotgun.
