Police Officer Jeffrey Manning Phegley, aged 22, was tragically shot and killed on January 21, 1987, while conducting a traffic stop on Morrow-Rossburg Road just outside of Morrow, Ohio. Officer Phegley, who had been with the Morrow Police Department for only six months, was attempting to arrest the driver for DUI when the driver pushed him to the ground and shot him with a sawed-off shotgun.
The assailant, Anthony Wayne McIntosh, a 20-year-old local resident with a history of petty
crimes and misdemeanors, was convicted of murder and sentenced to 15 years to life. McIntosh had been previously arrested multiple times for various offenses, including forgery and possession of a sawed-off shotgun. He was denied parole in 2006, 2010, and 2019, with his next parole hearing scheduled for November 1, 2029.
Officer Phegley was born on March 19, 1964, in Belleville, Illinois, and moved to Ohio with his family when he was four years old. He graduated from Colerain High School in 1983 and had always aspired to be a police officer. Before joining the Morrow Police Department, he worked for the Cincinnati Reds organization and volunteered for the Republican Party.
The loss of Officer Phegley was deeply felt by the community, and he was remembered for his dedication and service. He was survived by his parents and brother. His ultimate sacrifice is honored by the Greater Cincinnati Police Museum and the Officer Down Memorial Page .
