Donald Carl Welling, a 35-year-old man from Strasburg, Ohio, tragically lost his life on April 1, 1989. He was shot while walking or jogging on Route 94 in Tuscarawas County. The investigation into his death revealed that he was one of the victims of Thomas Lee Dillon, an Ohio serial killer who targeted outdoorsmen. Dillon, who was later dubbed the "Ohio Outdoorsman Killer," was responsible for the deaths of five men between 1989 and 1992.
