Jalen Ortelli Handy, a 20-year-old African American male, was tragically shot and killed on January 10, 2018, in Westlake, Louisiana. The incident occurred during a drug deal gone wrong. Derrick Ryan Small, a 23-year-old male, was identified as the shooter. Small testified that Handy approached him while he was in his car, demanding marijuana and money. In a state of fear, Small shot Handy twice, resulting in Handy's death.
