Officer Marshall Lee Waters Jr., aged 49, was a dedicated part-time police officer with the Mangham Police Department and a full-time EMT for the Northeast Louisiana Ambulance Service. On October 17, 2020, Officer Waters was fatally shot during a traffic stop on Highway 425 near the Franklin Parish/Richland Parish border.
