On a June afternoon in 2015, Clifton A. Frye, a 22-year-old Black male from Chicago, walked along the 7600 block of North Ashland Avenue in Rogers Park. In the days after local rapper Shaquon “Young Pappy” Thomas was killed, the 22-year-old Frye made Facebook comments that drew the ire of others.
