Cesar Rangel, a 41-year-old Hispanic male, was tragically shot and killed on June 16, 2017, in Woodstock, Illinois. The incident occurred in a municipal parking lot on the east side of the Woodstock Square, near the intersection of East Calhoun Street and South Jefferson Street. Authorities responded to the scene after receiving 911 calls reporting gunshots in the area. Paramedics transported Rangel to Centegra Hospital in Woodstock, where he was pronounced dead shortly after arrival.
The investigation into Cesar Rangel's death led to the arrest of Victor Romero-Palos, a 39-year-old Hispanic male, who was identified as a suspect shortly after the shooting. Romero-Palos was initially taken into custody on unrelated drug charges, including delivery of a controlled substance and possession of drug paraphernalia. However, following an extensive investigation by the Woodstock Police Department and the Major Investigation Assistance Team (MIAT), Romero-Palos was charged with first-degree murder for the shooting of Cesar Rangel.
According to prosecutors, the motive behind the shooting stemmed from an argument between Rangel and Romero-Palos, who were known to each other. The confrontation escalated, leading Romero-Palos to shoot Rangel. During police interviews, Romero-Palos admitted to the shooting, stating that the argument had turned violent.
In July 2020, Victor Romero-Palos pleaded guilty to one count of first-degree murder in connection with Cesar Rangel's death. He was subsequently sentenced to 23 years in prison by McHenry County Judge Robert Wilbrandt. Under truth-in-sentencing guidelines, Romero-Palos is required to serve the full sentence without the possibility of parole. The case was prosecuted by Assistant State’s Attorney Michael Combs and highlighted the collaborative efforts of local law enforcement agencies in bringing justice to the victim and his family.
