On a tragic day in September of 2015, a young woman's life was cut short in Hull, Georgia. Twenty-two-year-old Candace Michelle Welch was fatally shot on September 11th outside a home in Madison County. The incident, which stemmed from an argument, was captured in its entirety by a surveillance camera, leaving little doubt as to the events that transpired.
The video footage showed Welch leaving the residence with a backpack, a purse, and another bag, seemingly in the process of departing. At this point, her 36-year-old boyfriend, James Telvie Samples, was seen retrieving a. 40-caliber handgun from a black SUV. After taking the weapon, he racked it and took aim at Welch from a distance of approximately 30 yards. A single shot was fired, striking her in the chest and causing her death almost instantaneously.
Though Samples initially told responding deputies that the shooting had been an accident, the video evidence uncovered by investigators from the Madison County Sheriff's Office and the Georgia Bureau of Investigation told a different story. The footage became the centerpiece of the prosecution's case against him. It reportedly showed that after the shooting, Samples appeared to have immediate regret and rushed Welch to a hospital in Athens.
In December 2016, a Madison County Superior Court jury deliberated for a short period before finding James Telvie Samples guilty of malice murder, felony murder, and aggravated assault. In addition to these charges, he was also found guilty of possession of a firearm during the commission of a crime and possession of methamphetamine. Following the verdict, he faced a maximum sentence of life in prison without the possibility of parole.
