On the night of February 18, 2016, the quiet of Northeast Baltimore was broken by gunfire on Pelham Avenue near Woodstock Avenue, in the 2700 block. Jamar William Wise, 24, a Black male, was found suffering from multiple gunshot wounds to his legs after police were called to the scene at about 11 p.m.
