Jamar William Wise, 24, a Black male, was found suffering from multiple gunshot wounds to his legs after police were called to the scene at about 11 p.m.
Officers and medics rushed him to a hospital, but the injuries proved fatal.
In the hours that followed, the outlines of what happened were still blurry to everyone outside the investigation: detectives said he was approached, shots were fired, and the shooter took off on foot into the night.
Public reports from that period described the gunman only as an unknown suspect and did not name any person of interest. The case was repeatedly framed as an open homicide investigation, with police urging anyone who knew what happened—or saw someone fleeing—to come forward.
