Eduardo Cañedo Vela, a 33-year-old Latino male, was tragically killed on April 29, 1992, in Ladera Heights, California. Vela, who was a manager at a Japanese restaurant in Bakersfield, had traveled to Los Angeles to help a friend cash a tax refund.
