Roberto Alcazar Valencia, a 29-year-old Latino, was tragically shot and killed on July 6, 2009, in Boyle Heights, Los Angeles. The incident occurred in the early morning hours, around 7:40 a.m., when neighbors reported hearing gunshots and subsequently called the police.
