In the quiet of a Thursday morning in May 2017, the life of 32-year-old Joshua Perry, a Black male, was abruptly ended by gunfire in the Forest Park neighborhood of Northwest Baltimore. On May 11th, just days before the city's festive Preakness Stakes, officers were called to the 3900 block of Maine Avenue where they discovered Perry suffering from gunshot wounds.
