Irvin Steven Garcia, a 23-year-old Latino, was fatally shot on September 2, 2014, in the Pico-Union neighborhood of Los Angeles, California. According to the Los Angeles County coroner’s records, officers responded to a call reporting a possible suicide at the 1200 block of Menlo Avenue.
