Luis Javier Garcia, a 25-year-old Latino, was tragically shot and killed on May 31, 2015, in the Vermont Knolls neighborhood of Los Angeles, California. The incident occurred in the early hours of the morning, around 4 a.m., on the 500 block of West 78th Street.
