Bay Constable Richard L. Brooks, aged 44, tragically lost his life on July 16, 2004, in Babylon, New York. Brooks, who had served as a part-time uniformed Bay Constable for three years, was performing his duties when he encountered a suspect driving erratically on the Robert Moses Twin Causeway.
