On the morning of January 27, 2013, Indianapolis police officers were dispatched to a residence on the northwest side of the city following a report of a person down. The incident occurred at an apartment complex located at 2702 Westlane Road, near the intersection of Westlane and Michigan Road. Upon their arrival, first responders discovered the lifeless body of 30-year-old Ousmane Goudiaby, a Black male who had sustained fatal injuries.
