Has anyone looked into the licensing office's procedures around ID renewals in these cases? It seems unusual that someone could pop into a DMV and get a new photo without leaving a trail or causing any flags to be raised, especially since the Missing Person has been off the radar for so long. Could this mean he's back in the area, or maybe someone else got the renewal under his identity? I know it's easy to make assumptions, but every little detail might help. Anyone with thoughts on how these things are processed or who might have insight into how renewal records are handled? Looking to understand if this could lead somewhere productive.
