Has anyone looked into Brett Lachapelle's connections at the local shelters in Manchester? Given that he was known to be transient, it seems like a good lead to see if anyone there remembers him or has seen him more recently. Sometimes people in transient situations have specific spots or communities they frequent. I wonder if the authorities have checked those avenues thoroughly. It's frustrating that there's so little information even after all this time. If anyone has contacts in that community, it might be worth spreading his description to see if it jogs someone's memory.
