Did anyone else notice the increase in gun violence this year in Portland? Kevin Rhinehart's death is yet another tragic addition to what's becoming a troubling pattern in our city. What bothers me most is that these incidents seem to happen over disputes that escalate out of control. I read that there was an argument about a child right before the shooting.
