I keep thinking about the implications of someone being on supervised parole but still managing to leave the state with a gun. It breaks my heart for the Carper family and really makes you question how supervision failed at so many levels. How was Terry Lee Brooks able to slip past the system again? We can’t change what happened to Deputy Carper, but understanding these gaps might help prevent future tragedies. It’s a cruel reminder of the dangers our officers face every day. My deepest sympathies go out to Andrea and their daughters. It must be incredibly difficult to navigate life after such a sudden and violent loss.
