Carmela Manugas Buchanan, a 25-year-old Filipino woman, was last seen on January 1, 1993, in Woodstock, Virginia. Her disappearance remained unknown to authorities for several years until February 4, 2001, when her sister contacted Shenandoah County Emergency Services, stating that she had not heard from Carmela in a long time. This was the first official report of her being missing.
