In the fall of 2021, a heart-wrenching story began to unfold in Philadelphia, Pennsylvania, concerning the disappearance of 10-year-old Qadr Williams. On the morning of October 21st, Qadr was last seen by her foster mother at approximately 7:45 a.m. on the 300 block of Glen Echo Road.
