On what was his 28th birthday, January 9, 2017, a man named Landry Ntwari traveled from his residence in Burlington, Ontario, to the Fallsview Tourist Area of Niagara Falls. He checked into a hotel in the downtown area to celebrate. This trip was noted by those who knew him as being his sixth visit to the city since October of the previous year, a frequency that was not understood by his family or law enforcement.
