On a chilly Wednesday in Toronto, Ontario, on January 27, 1999, 15-year-old Nancy Liou was supposed to be at Monarch Park Collegiate Institute for her Grade 10 exams, but she never arrived. That afternoon, at approximately 3 p.m., surveillance footage from her apartment building near Dundas Street East and Parliament Street captured the last known moments of the teenager.
