In the autumn of 1988, 38-year-old Cheryl A. Duvall was a resident of Manitowoc, Wisconsin, a mother of two sons who, despite a divorce four years prior, maintained a friendly co-parenting relationship with her ex-husband. Her children were in their father's custody but would visit their mother on weekends.
