Cavil Shane Shirley, a 27-year-old from Lawrenceville, Virginia, was last seen on the morning of November 21, 1999, around 10:00 a.m. in the vicinity of West Hicks Street. He was wearing brown Docker sport pants and a tan dress shirt at the time. Standing 6'2" tall and weighing approximately 140 pounds, Shirley had blond hair and blue eyes, with a distinctive piercing in his left ear.
