Julie Marie Fraser, a 19-year-old from Norfolk, Virginia, was last seen on February 1, 2003, at a bar located near the 2300 block of East Little Creek Road. She never returned home, and has not been heard from since. Julie was described as being 5'8" tall, weighing 120 pounds, with black hair and hazel eyes. She had several piercings, including a gold stud in her nose, a silver stud in her tongue, and a silver hoop in her eyebrow.
