Flora Tobin was a 54-year-old woman living and working in the New Orleans area in the spring of 1991. Born in March of 1936, she was the owner of the Foxy Lady Lounge, a strip club located in Harvey, Louisiana. Flora was known for her dedication to her business, working at the lounge seven nights a week.
