Born in March of 1936, she was the owner of the Foxy Lady Lounge, a strip club located in Harvey, Louisiana. Flora was known for her dedication to her business, working at the lounge seven nights a week. She was so involved in its operations that she would sometimes stay overnight in a trailer situated in the club's parking lot. On March 5, 1991, Flora was last seen by her husband, Joseph Tobin, at their residence in Metairie, Louisiana. After that evening, she was never heard from again. The day after Flora was last seen, her 1989 blue Chevrolet Geo Metro was found abandoned. The car was located at the intersection of North Woodlawn Avenue and Glendale Drive, only a block from the home she shared with her husband. When employees arrived for work at the Foxy Lady Lounge, they found no sign of Flora. There were no indications of a struggle or forced entry at the club, and the money in the cash register had not been touched. Flora's wallet was missing, and there was no subsequent activity on her credit cards in the days and years that followed her disappearance. Joseph Tobin reported his wife missing to the Jefferson Parish Sheriff's Office a few days after she was last seen. Authorities classified her as an endangered missing person, and they suspected that she had met with foul play. Despite their investigation, no significant leads or evidence emerged to explain what happened to her. Flora had red or auburn hair and brown eyes, and a scar on one of her feet from a possible surgery.
