On October 5, 1999, 23-month-old Andrea Michelle Reyes was abducted from her home in New Haven, Connecticut, by her non-custodial mother, Rosa Tenorio. At the time, Andrea's father, Carlos Reyes-Couvertier, held legal custody. Authorities suspected Tenorio fled with Andrea to Mexico, leading to the issuance of a felony arrest warrant for custodial interference.
