On a summer day in June of 2001, 34-year-old John Paul Wright was enjoying a day on the river with his wife and their young son, accompanied by friends. The group was near the 238-mile marker on the Mississippi River in Winfield, Missouri, when their boat unexpectedly ran out of gas. Anchored approximately 200 yards from the shore, the outing took a tragic turn. John, a Black male with black hair and brown eyes, was wearing cut-off blue denim Wrangler shorts at the time.
