In the early evening of October 2, 2016, a then 33-year-old man named Charles Darby Garrett, often called Charlie, was at a home on Capital Way in Anderson, South Carolina. He was seen leaving the residence on foot at approximately 7:30 p.m., with the intention of walking towards Highway 24.
