In the late summer of 2005, a distressing event unfolded on the waters of Center Hill Lake in DeKalb County, Tennessee. Richard Kirk Frarry, a 42-year-old man, was enjoying a day on the lake near the Indian Creek Boat Ramp on August 23rd. In a sudden and unforeseen accident, he fell into the water.
