In the spring of 2018, a sense of concern settled over a community in Chesapeake, Virginia, with the disappearance of 67-year-old Pedro Martinez-Ramirez. On April 24th of that year, Mr. Martinez-Ramirez was last seen as he departed from his assisted living residence.
