James Washington Jr., a 16-year-old from Suisun, California, went missing on March 21, 2000, following a tragic boating accident in Suisun Bay. He was one of eight people aboard a boat that caught fire near the Rich Island Gun Club. The passengers, including James, were forced to jump into the water to escape the flames. While five of the passengers were rescued by the Coast Guard, James and two others were presumed drowned.
