In the late autumn of 2017, a sense of quiet concern fell over the crew of the 'Fortune Harmony', a Chinese cargo vessel. The ship was docked at the CHS terminal in Myrtle Grove, a location situated in the industrial waterways of Plaquemines Parish, Louisiana, near Venice. Among the crew was Wei Xiao, a 35-year-old deck-hand, who was a familiar presence to his shipmates.
