Brown was not just an ordinary citizen; he was a military veteran and had been working as an informant for the Bureau of Alcohol, Tobacco, and Firearms (ATF) prior to his disappearance . In his vehicle, authorities found tapes labeled "ATF Use Only," containing recordings of conversations between Brown and others.
