On February 26, 2023, at approximately 1:15 a.m., 44-year-old Phoutsamay "Phil" Norawong was fatally shot in Oakland's Chinatown district. Norawong and his friends were leaving a restaurant on Webster Street when they encountered two individuals allegedly engaged in car burglaries.
