On October 21, 2016, Desmond Jacobs, a 34-year-old African-American male, was found deceased on Greek Road near the Normandy Athletic Association in Jacksonville, Florida. The Jacksonville Sheriff's Office responded to the scene early that morning after a local resident discovered Jacobs' body. Authorities confirmed that foul play was involved, although specific details about the incident were not immediately released.
Subsequent investigations revealed that Desmond Jacobs was gunned down in the street. Surveillance footage from a nearby business captured the incident, showing Jacobs walking alongside a vehicle driven by 28-year-old Kevin Parker. The footage depicted Parker making a U-turn at the dead end of Greek Road, driving back toward Jacobs, and then shooting him from inside the car. After the shooting, Parker exited the vehicle, picked up an item near Jacobs' body, and drove away. Later, a different car returned to the scene, and a passenger who appeared to be Parker retrieved another item near Jacobs' body before leaving. Investigators found two empty cellphone cases at the scene.
Witnesses informed police that Jacobs owed Parker money and that they had left together that night from a house about a mile from where Jacobs was killed. In an interview with detectives in March, Parker admitted that he knew Jacobs and that Jacobs owed him money but denied picking him up at the house, as the witnesses claimed.
