Zhiyuan “Ryan” Chen, a 26-year-old Chinese male international student attending Texas Southern University, was fatally shot in the early hours of February 10, 2008, outside the Tan Do Chinese Restaurant located near the 9300 block of Bellaire Boulevard in Houston, Texas.
