Zhiyuan “Ryan” Chen, a 26-year-old Chinese male international student attending Texas Southern University, was fatally shot in the early hours of February 10, 2008, outside the Tan Do Chinese Restaurant located near the 9300 block of Bellaire Boulevard in Houston, Texas. At approximately 1 a.m., while Chen was engaged in a phone conversation, two men approached him. One of the men produced a firearm and shot Chen multiple times before fleeing the scene.
