Edgar Tapia, a 21-year-old resident of Houston, Texas, was fatally shot on November 1, 2014, as he walked back to his apartment with his family. The incident took place at the 16200 block of Imperial Valley Drive around 12:35 a.m. According to reports, Tapia, along with his wife and children, had just returned from visiting family members.
