In the spring of 2014, the city of Memphis, Tennessee, was grappling with a surge in violence that saw the number of homicides rise. It was against this backdrop of growing concern for public safety that the life of Tracy Matthew Baker was tragically cut short. A 45-year-old Caucasian male, Baker became one of the city's 168 homicide victims that year, a notable increase from the 150 recorded in the previous year.
