In the late evening of January 27, 2018, a bright and artistic soul, William “Billy” D. Elliot, IV, was tragically lost. The 25-year-old male found himself in a fatal altercation on the 2000 block of North Gratz Street in Philadelphia. An argument escalated to a moment of violence that would end a young life and forever alter another. It was here that another man, Farncisco P. Franklin, plunged a knife into William's chest, a single wound that would prove to be fatal.
