On the final night of 2013, the life of 18-year-old Qhahdir Devine, a promising male high school basketball star, was cut short by gunfire in Philadelphia. Just before 11:30 p.m. on New Year's Eve, Devine was shot in the head and chest outside a donut shop on Girard Avenue near 7th Street. He was rushed to Temple University Hospital, where he was pronounced dead approximately 15 minutes later, becoming the city's last homicide victim of the year.
Devine, a senior at Ben Franklin High School, was known for his talent on the basketball court and his joyful personality. Friends and coaches described him as a young man who was always smiling, telling jokes, and dedicated to the sport he loved. He was considered one of the best players in the city, leading his team in scoring the previous season. On the night of his death, Devine was out celebrating the holiday with friends when an argument broke out among a group of teenagers. The dispute escalated, and at least one person began shooting. According to his assistant coach, Devine was an innocent bystander and not the intended target of the violence.
In the immediate aftermath of the shooting, police had not identified any suspects and had no motive for the crime. Authorities appealed to the public for any information that could lead to an arrest in the case.
