On July 7, 1996, Michael Arvell West, a 28-year-old man, was shot and killed in Portland, Oregon. West was riding in a vehicle that had stopped at the intersection of N. Williams Avenue and NE Alberta Street at approximately 3 a.m. When the traffic light turned green, the driver of the vehicle heard gunshots, followed by yelling and more gunfire.
