In the early morning hours of July 7, 1996, a sense of normalcy was shattered by the eruption of gunfire at a Portland intersection, leaving a young man dead and a community searching for answers that remain elusive to this day. Michael Arvell West, a 28-year-old African-American male, was a passenger in a vehicle stopped at a traffic light at the corner of North Williams Avenue and Northeast Alberta Street at approximately 3 a.m.
