On the night of September 23, 1996, Phong Ngoc Truong, a 20-year-old man, was shot and killed outside the Viet Ha Restaurant on NE Sandy Boulevard in Portland, Oregon. Responding to reports of gunfire around 9:35 p.m., police discovered Truong lying on the sidewalk, having suffered a fatal gunshot wound. Witnesses reported seeing an Asian male, aged between 18 and 25, running from the scene.
