In the early hours of July 5, 2008, the quiet of an east Tulsa neighborhood was broken by a 911 call that sent officers to the 11300 block of East 23rd Street. There, near an apartment complex on that stretch of road, police found 50-year-old man Tyrone Kelly lying dead from multiple gunshot wounds.
